Portable solar troubleshooting, battery backup not charging

Hi Everyone,

I'm trying to figure out how to best use this solar panel that I got for my birthday last month.

It works great charging my phone, watch, or chromebook when I plug them in directly. It does NOT charge an older version of this battery backup.

I've been thinking that maybe the output from the panels isn't consistent enough for the battery or something? I'm not sure if I need to be looking for a new battery, or a controller to add in the middle? It seems like it should work, but is frustrating that its not.

I really just don't know and was hoping for some advice. I'd really like to have my phone be completely solar as much as possible.
