Is this a legitimate way for a solar business to operate?

-Customers sign a contract for sale/installation of solar equipment with Business 1. Payment is made directly from customer to Business 1. -Building permits are required for us to do these installations, The licensed general contractor with Business 2 pulls the permits for these installations to be done. -Licensed contractor and employees of Business 2 install the solar equipment, and the licensed general contractor holds general liability insurance for the install and insures that all work done is up to code and passes inspection. Business 1 Makes Payment to Licensed contractor of Business 2 for the cost of the installation service and permits. -Business 1 assists with financing, sells the equipment, designs the solar systems, offers monitoring and maintenance on the solar systems. Pretty much everything else that is required outside of the the scope of the building permits which is Business 2. I would just like to confirm if the above way to operate is legal being that business 1 isnt licensed as a contractor? Both businesses are LLC’s and in the state of Georgia. Thanks
